Changed about everything still runs like crap

Q.1990 subaru legacy 2.2- Changed about everything still runs like crap, has a hesitation or misfire. Idles great but when you drive it, it doesnt want to go at low rpm but when you step on it, it goes but still has a little hesitation. Last thing i can think of would be fuel pump or something in the air/fuel line of things. Any suggestions? Ready to junk it!! Thanks.

I already checked/done: Changed the following:maf throttle body plug wire plugs many sensors exept the expensive ones

More Info required When the engine is idling, look at it...Is it shaking, or does it stay perfectly still?

Addition I would have to say it could not run much smoother at idle.

Addition Sorry, did not mention that it seems to be boggy when give it gas quickly like an accelerator pump on a carb. Motor.

Answer Yes, that would have been what I was getting at. Did you change the TPS?

Addition I put one on off another motor, did not seem to change.

Answer Let's start with checking out that TPS, then...

This sensor sends the ECU an output signal which corresponds to the opening of the throttle valve. Using this output signal, the ECU precisely controls the air/fuel ratio during acceleration, deceleration and idling. The TP sensor and the throttle switch are combined as part of an assembly. The switch signal turns ON only when the throttle is opened to the idle position or at Wide Open Throttle (WOT) acceleration.
TESTING
Idle Contact
LEGACY, IMPREZA AND SVX
Disconnect the TP sensor harness.
Measure the resistance with an ohmmeter between terminals 2 and 3.
With the throttle fully closed, the resistance should be 12 kilo-ohms.
With the throttle fully opened, the resistance should be 5 kilo-ohms.
The resistance should change smoothly as the throttle plates are moved open and closed.
If the TP sensor checks out satisfactorily, check the TP sensor harness for continuity and ground path.
Check the idle switch by disconnecting it from the ECU harness.
Connect an ohmmeter between terminals 1 and 2.
With the throttle fully closed, the idle switch should be 0 ohms.
With the throttle fully opened, the idle switch resistance should be 1 mega-ohm or more.
Throttle Opening Signal
EXCEPT LEGACY, IMPREZA AND SVX
Unplug the throttle sensor and measure the resistance between terminals 1 and 2.
The resistance should be 6-18 kilo-ohms. Replace the sensor if the resistance measurement is out of range.
Measure the resistance between terminals 1 and 3. It should be:
5.8-17.8 kilo-ohms with the throttle closed
1.5-5.1 kilo-ohms with the throttle open
The resistance must change smoothly through its entire range. If the resistances are either out of range or the resistance change is not smooth, replace the throttle sensor.
REMOVAL & INSTALLATION
See Figures 2, 3, 4 and 5

Fig. 5: Lift off the throttle position sensor
Disconnect the negative battery cable.
Disconnect the throttle sensor electrical harness.
Place a matchmark on the throttle position sensor and throttle body mounting surface, so that during installation, the sensor can be properly aligned.
Remove the 2 screws securing the throttle sensor to the throttle body assembly.
Remove the throttle sensor by pulling it in the axial direction of the throttle shaft.
Remove the throttle sensor O-ring and discard.
To install:
Using a new throttle O-ring, install the throttle sensor, aligning the matchmarks. Install and hand-tighten the retainer screw.
Connect the throttle sensor electrical harness.
Connect the negative battery cable.

Addition Its getting late, I will try that in the morning, and get back to you with results.

Addition Checked resistence between term. 2 and 3 and got about 9 kohms, and when i open the throttle nothing changes. I also checked the spare throttle housing i have and that one reads about 10.25 kohms, and also does not change when opening throttle.
