Q.does it take any special tools to replace the front brake rotors and pads on 1996 accord lx sedan 4cyl.

Answer You won't need anything special to replace the brake pads. Just a set of metric wrenches (its either 12 or 14 mm ) for the bolt hold the caliper tight.

To replace the brake rotors, they will need to be pressed off. Most people that do this job themselves remove the entire spindle assembly and take that and the new rotor to a machine shop to have the rotor replaced.
Unless the rotors is too thin, warped causing a pulsation, or damaged from metal to metal brake pads, then I suggest just replacing the pads only.

Addition rotors are damaged, what do i need to remove/replace spindles.

Answer first you need to remove the cotter pin in the nut for the lower ball joint. Remove the castle nut and then loosen the ball joint from the control arm by carefully hitting the cast iron metal part of the ball joint (not the shaft!) to loosen the joint. Then remove the cotter pin and nut from the upper ball joint and remove in a similar fashion. Then remove the axle nut.
carefully remove the spindle assembly. If you need them here are more detailed instructions, they say 1994 but the removal is the same
